SITUATION BRIEF: CJWW3A Series, Harpoon

BACKGROUND -- The early 1990's was an incredible period in the political
world. Several years after the collapse of Communist Eastern Europe, the
world seems to have moved away from the threat of war in Europe. In fact,
since the expansion of the tyrant Saddam Hussein in the Middle East, world
attention has been focused almost entirely on that region of the globe,
with its numerous brush-fire wars and conflicts. It is in this region that
the majority of the reduced United States Navy has been focusing its
attention -- protection of the oil pipeline has become a priority. In fact,
since the nuclear destruction of the US aircraft carrier Independence in
the Gulf of Oman during one of the early Mid-East Brushfire Conflicts of the
early 1990's, the US has decommissioned much of its blue-water navy, instead
relying on smaller but more deployable task forces (note 1).

During this same period, the Soviet Union had also undergone many internal
changes. The Second Soviet Revolution in the early 1990's put the world at
the brink of nuclear war, close than any other time since the Cuban Missile
Crisis in 1962 (note 2). The Confederation that took power in the place of
the Soviet Union was, to the surprise of many world governments, fairly
benign, and seemed to be of little threat to the world at large. In fact,
the Soviet Confederation expressed a strong desire to join the EEC before
the end of the century (note 3).

In Europe, the NATO Alliance was dismantled, abandoned by the combined
European nations of the European Economic Community. The powerhouse of the
continent became, to no surprise, the new EEC. Only Great Britain had
misgivings about the rise of a united Europe. Britain had, instead, been
supportive of an English Speakers Community worldwide. This community would
consist of Britain, the United States, Canada, Australia, as well as other
English heritage nations (note 4).

Other allies of Britain and the US in the North Atlantic fell in number.
Shortly after the fall of the Soviet Union, Norway expressed its desire to
join the EEC. Only Iceland remained steadfast in its support of Britain and
the United States, due largely to its distrust of the Soviets, Union or
Confederation.

The new threat, as seen by the small nations of the world, seemed to be a
rising imperialistic America, which was in current reality less of an
imperialistic power than Europe. But, Europe provided the Third World with
any support requested (this would actually establish a Third World dependence
upon Europe, the EEC leaders realized), gaining much favorable respect from
the world's smaller nations. In addition, the EEC made a general statement
which basically denounced the United States' military-based politics. The
EEC was seen as a godsend by the Third World. America, on the other hand,
provided only minimal support to these small and poor nations, due largely
to the newfound isolationism in US politics. Few noted that the European
Community was in actuality a reflection of the Imperialism experienced by
the world during the late 1800's.

Under these changing circumstances, Great Britain seceded from the EEC in
1995. Britain wanted little interaction with the Soviets, and even less with
the Continental nations that were quickly establishing colonies worldwide.
Britain had a historical dislike for the European continental nations, and
did not favor becoming a pawn to their rising imperialism. Britain hardly
saw itself as a European nation. This was the UK's opportunity to push
forward its idea of an English Community.

The Soviet Confederacy, too, saw its opportunity. The United States was its
enemy of old. It was this nation that had invaded mother Russia during the
first Soviet Revolution; it was the United States which drove the Soviet
nation into bankruptcy prior to the Second Revolution; it was this country's
thousands of nuclear devices which had threatened the Soviet homeland in the
past decades (note 5). The future of the United States would not be
different, Soviet leaders were convinced. As the US was without a major
navy, with few ships in the North Atlantic, and with a minimal -- at best --
nuclear arsenal, the Soviets saw the opportunity to rid itself of the
American "thorn-in-the-side." Europe would not intervene, with perhaps the
exception of Britain. Europe may actually support the Soviet war (though
unofficially, of course). Norway would remain strongly neutral, the Soviet
leader knew -- an easy victim. Quietly recommissioning those powerful
warships mothballed in the last few years, the Soviet Confederation,
secretly run by a group calling themselves the Young Guard, set about
preparing for war against the United States.

NOTES
1 The destruction of the carrier Independence had a major impact
upon the US people, specifically as to whether an offensive
military was justified. The rise of the Isolationists -- a
coalition of Democrats and liberal Republicans -- in Congress
after the event led to what is viewed as the first large step
toward the decline of the United States as a Superpower. In
the place of the mega-structure military the US had maintained
since World War II, a small but mobile military force stood, one
which could assert US defensive and self-protective policies in
	   the world.

2 The Second Soviet Revolution actually began when President
Gorbachev denounced the policies of the Old Guard in the nation.
The Revolution was accelerated into violence when the economic
changes introduced by Gorbachev were not proceeding quickly
enough for many Soviet liberals. The assassination of Gorbachev
in 1991 threw the nation into upheaval. For a brief period, the
United States and other major world powers were on full military
alert, unsure as to the stance of the Nuclear Forces of the Soviet
military. In the end, the Soviet Rocket Forces remained calm and
completely impartial in the Revolution (though many revolutionaries
were in fact believed to have been killed after crossing nuclear
	   base restrictive barriers).

3 This was a major element in Britain's rise of misgivings concerning
the European Community. Britain, like several other ex-NATO
nations, refused to trust the Soviet government.

4 Canada was slow to respond to the British Community concept, since
the province of Quebec was very supportive of the EEC. Should
Canada decide to support an "English" speaking community, Quebec
	   was sure to secede.

5 The nuclear arsenals of both the US and USSR had been dismantled,
for the most part, following a treaty between the two nations after
the Second Soviet Revolution. The treaty was sponsored by the
	   Isolationists.

BRITISH EYES ONLY

SCENARIO: CJWW3A, Blind Flank

A.1	Background -- The Soviet war machine is prepared. With the assistance
of the EEC, the Soviet economy is now on the upswing and well prepared
for the war which has been being planned for several years. The US
and Britain are somewhat unexpectant of any Soviet hostilities, but
not totally so. The British, shortly before the beginning of
hostilities, put a large portion of its naval forces to sea. Still,
should something occur, the British are painfully aware of the
weakness of its forces. They are perfect prey for the mighty Red Navy.

A.2	British Orders -- The volatility of the situation is quite unexpected.
For some apparent reason, the Soviet Confederacy has initiated hostile
actions against Britain. Your mission is to protect Britain and
ensure the merchants at sea in the area arrive in port safely (they
will be needed). Your military is unprepared for this war, and the
US is probably a full week or two from being in a supportive position.
The US does, however, have its Norwegian Sea Fleet underway (as small
as it is) conducting operations southwest of Iceland. Protect your
bases, as these will be a main target of the Soviets; and, protect
	merchant shipping.

A.3	Intelligence Brief -- Composition of the Soviet forces is entirely
unknown. As they are initiating unexpected hostilities, their forces
should be considered numerous. Intel inside the Confederacy indicates
that at least one carrier is underway. Current information holds no
more than twenty ships available for war use by the Soviets (most of
their fleet was mothballed after the Second Revolution). Expect air
coverage by Soviet forces to be heavy.

A.4	Minimum Victory Conditions -- Ensure nine support ships arrive off
the west coast of Stornoway, and remain there for 4 hours. In
	addition, destroy the Soviet carrier.

SOVIET EYES ONLY

something occur, the British are painfully aware of the weakness of its

A.2	Soviet Orders -- In order to crush the United States, you must first
shatter their only ally of consequence in the Atlantic: Britain.
Engage any British unit and destroy it. Europe will do nothing to
intervene. You have four task forces at your disposal. One has been
on a world tour, two are in the Murmansk control region, and the last
in the Baltic Sea. Engage and destroy British units and shipping,
and attack British bases, including Keflavik.

A.3	Intelligence Brief -- The British forces are expected to be weak. US
units are not expected in the region. One British carrier group is
underway north of the Shetland Islands. The operation should be
	simple.

A.4	Minimum Victory Conditions -- Destroy seven support ships and two
	bases/airfields.
